Queenscliff Harbour is a complete renewal and redevelopment of the long standing safe harbour located within sight of the Port Philip headlands.

Since the initial EOI process in 2003, Sinclair Brook has played a key role in the Queenscliff Harbour Pty Ltd partnership with Parks Victoria for the transformation of the Queenscliff Harbour precinct.

 

The project, completed in 2009, includes approximately 280 premium wet berths, 120 dry stack berths, a 12,000m2 boat yard with a 150 tonne straddle carrier, fuel storage and supply, sewer pump out, approximately 1,000m2 of trade services tenancies, a community room and conference facility, a huge array of amenities to suit ecotourism and charter operations, approximately 2100m2 of commercial retail tenancies (including a feature restaurant/café building and a 25 m high lookout tower accessed by lift), over 1,000 Lm of pedestrian boardwalks, walkways, landscaping, 425+ car parks and all the associated utility upgrades, lighting and road networks required for such a facility.

 

The new Queenscliff Harbour is a state-of-the-art working harbour that will be the premier boating and tourism destination on Port Phillip Bay. There are numerous environmental, economic and social features and benefits that flow out of this significant project that will provide lasting improvement to Queenscliff and the wider region.

 

As Project Director and Development Manager for the proponent, Queenscliff Harbour Pty Ltd, Sinclair Brook was intimately involved in establishing a commercial model and Master Plan at the initial Tender time that could respond to the enormous challenges associated with commercial viability, capital cost, competing stakeholder interests, Authority requirements and constraints, land matters and public expectations.

 

Sinclair Brook has since been responsible for the finalisation of the commercial agreement with Parks Victoria, the delivery of the Master Plan through the Planning Scheme Amendment process, the procurement strategy for the various stages and elements, detailed design, the establishment of an operational team and budget, construction procurement and administration, management and leadership in the community and stakeholder liaison during each critical phase of the project, and reporting to Boards, private funders and Authorities.

 

This experience puts Sinclair Brook in a unique position of understanding how harbour renewal projects can be structured and delivered in cooperation with the private sector, not just from a design and construction perspective, but also from understanding the operational and commercial realities of these types of projects.
